It's over a concrete slab. I'm not sure if it is safe to remove it.

For awhile they were making asbestos floor tiles, and if the flooring were atop that, I'd be a little bit worried that some of the floor tiles might have broken, but since your stuff is on concrete slab, there shouldn't be a problem.
