Asbestos deregulation?

I read somewhere that asbestos was recently deregulated by the EPA. Is there a link to the reasons why they did this? I also read somewhere that White Asbestos was found not to be responsible for lung cancer, and that substances that are not regulated, such as fiber glass, were more of a risk. Is there any truth to this? Please give sources to studies.
